The Penalty: Usually, the specific item is hidden first. Repeated violations will lead to the "Commerce Feature" being disabled for your entire account, meaning you can no longer use Catalogs or Payments.

Pro-Tip: The "Consultation" Workaround  

If you sell Services (like Interior Design or Consulting), do not list them as "Products" in your Catalog. Instead, use your Catalog to showcase "Project Portfolio" images and use the WhatsApp Business Profile to link to your booking site. This keeps your account safe while still allowing you to generate leads.
